
Jessica Kendall
Jessica is a seasoned healthcare and community engagement specialist with over 20 years of experience in Medicaid systems, healthcare access, and community-driven health strategies. In addition, she has extensive experience in facilitation, project management, and strategic planning. As a consultant, she works across Oregon and Washington supporting health systems transformation.

Her expertise includes 1115 waivers, Health-Related Social Needs (HRSN) implementation, and strategic planning for Coordinated Care Organizations, Accountable Communities of Health, and community-based organizations. She has led landscape analyses, Medicaid optimization projects, and helped organizations build capacity to deliver HRSN services.

Previously, Jessica held national leadership roles as Director of Enrollment for Families USA and National Outreach Director for Enroll America, where she advocated for federal Medicaid policies and supported nationwide enrollment efforts. She led outreach for the Oregon Health Authority's Healthy Kids program, enrolling over 100,000 children in health coverage.
A long-time community organizer, Jessica believes people possess their own wisdom and know what's best for themselves. Her approach centers on empowering communities to drive meaningful change.

Jessica holds an MPH from Portland State University and a B.A. from the University of Southern Maine. She serves as an elected Hospital Commissioner for a Rural Hospital District in Central Washington.
Jessica is also the owner of Cascade Crest Consulting.
