Kat Ferguson-Mahan

Kat has nearly 20 years of experience advancing health transformation and community engagement across the health ecosystem. She brings deep expertise in health and social policy, program strategy, design and implementation, integrated care, value-based payment and innovative financing, and cross-sector collaboration and coalition building.

Kat has worked at the national, state, and local levels, leading initiatives that dramatically shift the health care landscape to serve and center communities, advance health equity, engage  people with lived experience, and expand access to health-related social needs. She has worked at the intersection of health and other systems recognizing that we need 

​

Kat worked at Milliman, where she supported states on Medicaid health reform initiatives, including Section 1115 waivers focused on health-related social needs and reentry, crisis system and behavioral health redesign, and health equity. Previously, she held leadership roles in policy, program development and health systems innovation at Community Health Plan of Washington. She also worked at the Washington State Health Care Authority on the team that secured the Centers for Medicaid and Medicare Innovation Grant, leading the work to develop the Accountable Communities of Health model and Washington's ground breaking 1115 waiver. She also worked at the Oregon Primary Care Association supporting Community Health Centers in federal and state policy and advocacy efforts as well as community needs assessment work.
