Kat Ferguson-Mahan

Kat Ferguson-Mahan brings nearly two decades of experience advancing health transformation, community partnership, and system-level change. Her work focuses on helping public agencies and partners design and implement policy and programs shaped by the voices of people with lived experience. Kat has worked at the national, state, and local levels, leading initiatives that shift health care systems to better serve communities, advance health equity, center lived experience, and expand access to health-related social needs.

Kat brings extensive experience across health and social policy, program strategy and implementation, integrated care, value-based payment and financing, and cross-sector collaboration. She is known for her ability to work across systems—health care, behavioral health, social services, public health, education and housing—to build coalitions that respond to complex needs and support more coordinated, community-centered approaches. Central to her work is a consistent commitment to ensuring that lived experience meaningfully informs decisions, design, and outcomes.

 

Previously, Kat worked at Milliman, where she supported states on Medicaid redesign initiatives, including Section 1115 waivers focused on health-related social needs, reentry, behavioral health and crisis system redesign, and equity. Previously, she held leadership roles at Community Health Plan of Washington and the Washington State Health Care Authority, where she helped secure and implement a Centers for Medicare and Medicaid Innovation grant and played a leading role in developing Washington’s Accountable Communities of Health model and groundbreaking 1115 waiver. Earlier in her career, Kat worked with the Oregon Primary Care Association, supporting community health centers in policy, advocacy, and community-driven needs assessment efforts. She also served in the Peace Corps in Romania.

Kat is also the owner of FM Latet Consulting, where she partners with organizations to navigate complex policy environments and advance integrated, community-centered solutions.
